Presumably if the glass "blade" tube remains intact, the laser light is diffuse enough to be... less dangerous than when uncontained, anyway (unfiltered, the laser is powerful enough to ignite a safety match from a few feet away). However, it sounds like there is enough leakage to require laser-grade goggles even with the "blade" intact. I guess they figured that "frosting" the tube would spoil the "growing blade" effect.
